Cheshire East Council awarded Overall Winner in the 2021 PATROL PACER Awards
Cheshire East Council>> is the Overall Winner of this year’s Promoting Awareness of Civil Enforcement through Reporting (PACER) Awards, which recognised 2019/20 Annual Reports.
The team from Cheshire East, were presented with their award during a reception at the House of Commons on Monday 25 October, together with other award winners from this year and last year’s event>>.
The awards were presented by Huw Merriman, MP for Bexhill and Battle and Chair of the Transport Committee, who hosted the event. Baroness Vere of Norbiton, Parliamentary Under-Secretary of State at the Department for Transport, also attended the event and gave a speech.

About Cheshire East’s winning report
Chosen from a huge number of high-quality report entries this year, Cheshire East’s report>> really stood out to the independent Review Group as one that was well designed, easy to read and was brought to life with lots of personal content. It also featured comprehensive information on ongoing plans and was supported by clear links to / from the authority website. The report really was a stand-out entry and one the team should be very proud of!
All other award winners this year have received feedback on their reports individually. There are a number of new faces in the winner’s circle this year, which is fantastic to see.
This year’s Review Group included Matt Jones, Parking Services Manager at Lincolnshire County Council, which was Overall Winner in last year’s awards. Matt joined long-standing Review Group members, Jo Abbott (Communications Manager, RAC – Retired) and David Leibling (Transport Consultant) in deciding the award winners this time round.
A special mention to Brighton & Hove City Council
Those familiar with PATROL’s Annual Report awards programme will know that Brighton & Hove City Council has produced an excellent report each year and has frequently been among the award winners. To cap off this sustained achievement – and to help broaden opportunities for other authorities producing reports – PATROL has awarded the council with a Consistent Excellence Award this year.
We are sure, however, that Brighton will continue to inspire and engage others with their reports and we look forward to working with the team in the future on some content for the PATROL Annual Report Toolkit>> – our online resource for helping produce an effective Annual Report each year.
