Digital Annual Report Toolkit
PATROL has now produced a digital Annual Report Toolkit as an online microsite, providing easy and convenient access to content supporting the production of a compelling Annual Report on a local authority’s parking and traffic enforcement.
An Annual Report provides an opportunity for authorities to set out clearly and transparently the ‘what, why and how’ of their civil enforcement activities. By doing so, they will be providing the vital context around the traffic management objectives that lie beneath, which are ultimately in place to meet the needs of residents, businesses and visitors.

- A video interview>> with Matt Jones, Parking Services Manager at Lincolnshire County Council – Overall Winner for their Annual Report in the PATROL PARC (Parking Annual Reports by Councils) Awards last year – offering some useful insight on his team’s approach to producing a report.
- Reporting Digest>> – compiled by last year’s PARC Awards independent Review Group Chair, Paul Nicholls of Brighton & Hove City Council, this interactive document includes links to some of the best examples of reporting seen from 2018/19 reports, not just from those authorities that were selected for an award.
- ‘5 Steps to Success’ – a collection of useful tips and guidance, focused on key themes, to help write and structure a report, including video insights from previous award winners and reporting examples.
- Includes Exemplar Finance and statistics reporting guide>> – PATROL has asked David Leibling, Transport Consultant and member of the 2020 PARC Review Group, to help produce an ‘exemplar’ reporting document, which is intended to act as a template or ‘blueprint’ for your authority to produce an accessible financial and statistics section of your next Annual Report.
- Dedicated tips about design – 2020 PARC Review Group member and freelance graphic designer, Lizzie Unwin, provides her ‘top tips’ for utilising design in an Annual Report.
- Gallery of shortlisted reports – access all the reports that were selected for recognition at the PARC Awards in 2020.
